The European Union is reshaping its energy sector towards a cleaner, more electrified and competitive future, guided by the principles of affordability, sustainability, energy independence and security. High-performing buildings, with reduced and decarbonised energy consumption, are central to this transition.
The recast Energy Performance of Buildings Directive (EPBD) requires Member States to develop national building renovation plans (NBRPs) to transform the EU building stock into a highly energy-efficient and decarbonised one by 2050. This report assesses the first 16 complete draft NBRPs submitted by Member States between December 2025 and May 2026. It supports the European Commission’s feedback process and provides suggestions for improvement, with a view to the finalisation of the NBRPs by 31 December 2026.
The assessment focuses on the ambition of the draft plans in terms of targets, policies and financial resources, as well as on their completeness and consistency with other EU reporting exercises. The findings show a clear level of ambition towards an energy-efficient and decarbonised building stock, with all draft plans including targets for reducing energy consumption and greenhouse gas (GHG) emissions. Compared with the 2020 long-term renovation strategies, the draft plans show significant improvements in completeness, structure and overall comparability. However, several areas would benefit from further strengthening, such as energy poverty alleviation, the quantification of policy impacts, minimum energy performance standards for non-residential buildings, and data on the current status of building renovation.
Overall, the draft NBRPs demonstrate strong commitments towards the EU’s energy and climate objectives. They provide a solid basis for developing robust final plans aimed at saving energy, reducing GHG emissions, strengthening energy independence and security, lowering energy bills, improving health and indoor comfort, safeguarding economic prosperity and social justice, and supporting renewable energy integration and grid stability. The assessment also identifies good practices that may inspire other Member States and provides country-specific indications for further improvement.
