Implications for EU cooperation
The report provides a comprehensive analysis of the relationship between human capital formation, labour markets and migration in Senegal, and identifies areas for cooperation on labour migration and training between Senegal and the EU. Senegal's population is growing rapidly, placing intense pressure on a labour market marked by high youth inactivity and widespread informality. At the same time, almost half of the Senegalese population aspires to migrate, while in the EU an ageing workforce and labour shortages create opportunities, particularly in medium- and lower-skilled sectors. The report highlights that structural constraints in education, job creation, and labour market functioning continue to drive migration pressures while limiting its developmental benefits. This points to the need for better alignment between skills supply and demand. It concludes that expanding legal migration pathways, investing in skills development, and strengthening reintegration systems are essential for maximising the benefits of mobility. The findings and conclusions of the report are relevant for policymakers and stakeholders seeking to promote the development of Senegal and address the challenges and opportunities presented by migration.
