An intergenerational life-course perspective on anti-poverty measures
In the last decade, absolute poverty fell nearly 10ppt, relative poverty and social exclusion fell 5ppt, but relative poverty remains comparatively stable.
Poverty measures hide different mixes of transient, intermittent and chronic poverty in households, which require tailored policy responses.
Youth poverty has decreased slightly while old-age poverty remains stable
At-risk-of-poverty and social exclusion is related to the intergenerational fairness platforms’ Societal Resilience index, showing poverty reductions can also be thought of as investment in resilience.
Anti-poverty policies must adopt an intergenerational fairness and life-course perspective and incorporate multiple poverty measures to tailor responses to the root causes.
