The global energy transition is driving a fundamental shift from fuel-dependent energy systems to technology- and material-intensive networks. To achieve ambitious climate goals while ensuring economic competitiveness and energy security, securing clean energy supply chains has become a critical global priority. This report synthesizes the proceedings and key findings of the workshop
"Building Resilient and Robust Clean Energy Supply Chains: Challenges and Opportunities for a Sustainable Energy Transition," co-organized by the European Commission's Joint Research Centre (JRC) and the International Energy Agency's Expert Group on R&D Priority Setting and Evaluation
(IEA-EGRD) on November 27-28, 2025, in Petten, The Netherlands.
The workshop assembled international policymakers, industry leaders, and researchers to address the complex vulnerabilities in today's highly concentrated clean technology markets. The discussions were structured around three core themes: navigating the overarching challenges and geopolitical shifts in supply chains; establishing effective strategies for data collection, management, and sharing; and deploying advanced modelling techniques to map supply chains.
A central consensus of the event was the absolute necessity of high-quality, granular data for evidence-based policymaking, echoing the principle that "if you cannot measure it, you cannot control it". Participants highlighted challenges, including data fragmentation, commercial opacity, and the complexity of modern technology components. To overcome these hurdles, experts highlighted innovative monitoring methodologies, such as leveraging Artificial Intelligence (AI) to harvest unstructured corporate data, utilizing satellite imagery to track energy and industrial facility construction, and mapping component origins via international certificates. Furthermore, the workshop emphasized the shift toward comprehensive Life Cycle Assessments (LCA) to uncover hidden environmental, biodiversity, and social burdens across global value chains.
The report underscores that clean energy manufacturing networks are extremely fluid, often restructuring geographically within a single year in response to tariffs, subsidies, or state interventionism. To build genuine resilience, stakeholders must move beyond static reporting by embracing near real-time monitoring, prioritizing innovations that reduce reliance on critical raw materials, and fostering continuous international collaboration to ensure a secure and equitable global energy transition.
