The Formation of Hazardous Substances as a Consequence of Accidental Events in the Chemical Industry.

The study focuses on the analysis of accidental events that resulted in the unwanted formation and release of hazardous substances not present on the site in normal conditions. The typical accident scenario involving unwanted and unforeseen reactions were identified. Data on the chemical system involved in the accidents and on the substances formed were collected and organized in a specifically developed database. The information collected evidences the relevance of the hazards due to the formation and release of hazardous substances as a consequence of "out of control" conditions in industrial facilities. In the perspective of the application of "Selevo II" directive, the complex links existing between the chemical system present in normal conditions and the substances that may be formed in accidental events require the development of a systematic approach to the problem.
