Overview of EC Activities on Environmental Remediation in CIS Countries under TACIS Programme

This paper describes the direct experience of the authors in defining, contracting and monitoring projects in the area of TACIS Nuclear Safety encompassing Environmental and Radioactive Waste Management. It describes projects dealing with Chernobyl NPP, Semipalatinsk Test Site, Aktau Reactor and Moscos Kurchatov Institute. It explains the difficulties encountered in contracting and running the projects and how obstacles have been overcome. It describes the advantages of involving international organisations for coordination and for avoiding overlapping. It also describes some of the difficulties in meeting the needs and expectations of the Beneficiary and at the same time respecting all the TACIS legal and financial rules.
