We give an overview on the development of "HORIZONTAL" EUROPEAN COMMITTEE FOR STANDARDISATION (CEN) STANDARDS for the characterisation of soils, sludges and biowaste in the context of various environmental legislation in the European Union (EU). The various steps in the development of a horizontal standard e.g assessment of the possibility of a "horizontalisation", review of existing standards or normative tetxs, ruggedness testing and final validation, as well as related problem are discussed in depth. Furthermore a synopsis on various European and international standards covered by the so-called Project HORIZONTAL is presented.
