Status of European and US Regulatory Procedures for Field Testing

Field testing with Portable Emissions Measurement Systems (PEMS) has become the important tool to monitor the in-use compliance of large sources like heavy-duty vehicles, construction and agriculture equipment. Important programs worldwide are aiming at introducing field testing in the regulations. The scope of the paper is to provide an overview – in a non exhaustive way – about the on-going regulatory efforts conducted both in the European Union and the United States and their associated research efforts, the technical issues in terms of measurements and the perspectives for vehicle and engine emissions field measurement. Some elements from the preliminary findings of the EU-PEMS project are also discussed.
