The paper presents a discussion of governance as the more appropriate approach for dealing with the risks of infrastructures. After the lliberalisation and unbundling of the institutional and market arrangements of the European infrastructures and the pervasive application of ICT, the security risks have increased considerably and their management is distributed among several actors. The paper presents a conceptual framework for the description of stakeholders and an application to the European electric power sectors.
