Quality of River Basin Governance Processes: Outcomes, Patterns and Requirements for Future Design and Implementation of Evaluation Processes
This chapter will develop some understanding of evaluation on river basin governance processes, based on past
experiences and thereafter develop emergent patterns and linkages among the 4 vertices of the ADVISOR tetrahedron
(context, information, assessment and participation) and requirements that could be recommended for future practice of
river basin governance evaluation activities. It looks for justifications of past practice on 4 types of context:
institutional, societal, knowledge and methodological. Eventually, it suggests a framework for quality of evaluation of
river basin planning and governance processes, which is further developed in Chapter 5.
