This chapter presents some views on the changes that are being brought about by information and communications technology, knowledge management and learning organisation principles, with particular reference to government institutions. It examines the case of Slovenia and gives examples of potential knowledge transfer challenges between central governments. In conclusion, it sets out some thoughts on the possibility of knowledge transfer.
