Subject is on illicit trafficking of nuclear and radioactive materials.
This is an international challenge. It therefore requires border-crossing cooperation if we want
to successfully combat illicit trafficking.
These are exactly the roots for two things:
1. the proposal for a TACIS multi-country project on combating illicit trafficking. And this is
the opportunity for me to welcome the delegations from the Russian Federation, from
Ukraine, from Moldova, from Georgia and from Azerbaijan
2. a number of international initiatives and bilateral programmes aiming at improving the
technical and organizational means for prevention, detection and response to illicit trafficking.
In this context I would like to welcome the representatives of the IAEA, the world customs
organization, the nuclear smuggling International Technical Working Group and the Second
Line of Defence Programme of the US DoE.
