Improving Major Hazard Control at Petroleum Oil Refineries: Key Points and Conclusions Mutual Joint Visit on Seveso Inspections in Petroleum Oil Refineries, 7-9 March 2006, Liverpool, UK
This document is intended to provide assistance to Seveso inspectors in carrying out inspections to support implementation of the Seveso II Directive 96/82/EC. It contains key points and conclusions concerning effective inspection practices related to petroleum oil refineries, and lessons learned about technical and organisational measures for preventing and mitigating major accidents at these types of establishments. These observations and opinions are based on technical exchanges, and subsequent follow-up, that took place between Seveso inspectors on this topic under the auspices of the European Commission programme for Mutual Joint Visits on Seveso II Inspections. The summary of these exchanges was drawn up by the United Kingdom Competent Authority/Health and Safety Executive in collaboration with the European Commission and in consultation with the Commissions Technical Working Group on Seveso II Inspections (TWG 2).
