Benchmarking on the Evaluation of Major Accident related Risk Assessment

This paper summarises the main results of a European project BEQUAR (Benchmark-ing Exercise in Quantitative Area Risk Assessment in Central and Eastern European Countries), which focussed on the comparison of independent reviews of the same quantitative risk assessment study of a reference Seveso II establishment. It followed a study of the impact of the different reviews on the estimate of the overall risk on the area concerned. This was conducted by using a single tool for area risk assessment, based on the ARIPAR methodology, in order to improve the inter-comparability of the results. The overall exercise was a first attempt to explore how independent reviews of the risks associated to a certain Seveso II establishment, could differ from each other and of the consequent effects on the estimate of the area risk. This can contribute to a better understanding of the inspection criteria and practices used by the different na-tional authorities responsible for the implementation of the Seveso Directive in their countries. This activity was funded under the Enlargement and Integration Action of the Joint Research Centre (JRC), which aims at providing scientific and technological sup-port for promoting integration of the New Member States (NMS) and assisting the Can-didate Countries (CCs) on their way towards their accession to the European Union.
