Seminar on the Role of Technical Experts in the Assessment of Proliferation Risk, Using End-Use End-User Analysis
The seminar, co-organized by JRC-IPSC and United States Department of Energy National Nuclear Security Administration, started with an opening lecture on the genesis and scope of the European Union¿s Dual Use regime as defined by the Council Regulation (EC) No 1334/2000 ¿Setting up a Community Regime for the control of exports of dual-use items and technology¿. It was followed by a series of lectures and tutorials, on export control issues, given by US experts coming from US National Laboratories. The seminars included lectures on items controlled and hints on the ¿end use¿ ¿end user¿ analysis approach as implemented in US.
The third day was dedicated to EC officers and licensing experts of EU member state export control authorities. This EU meeting aimed to discuss the nuances of the national implementation of the common EC regulation in a number of EU member states and to present the specificities of their national systems of exports controls in order to identify possible areas for further needs of technical support and assistance in export control.
