Composite Indicators for Security of Energy Supply in Europe using Ordered Weighted Averaging
Composite indicators (CIs) are valuable instruments to monitor performance and time trends of objects (e.g., countries, regions, economic sectors, universities, etc.) in several fields (e.g., technological innovation, environmental sustainability, competitiveness, governance, etc.). Media largely use composite indicators to draw attention of policy-makers and the public upon phenomena of interest for society. The choice of the aggregation rule for the component indicators and the choice of the weights are among others, important points in developing composite indicators. In this paper, we develop a composite indicator for measuring security of the energy supply for European Countries. The composite indicator will address the different dimensions of energy security, such as demand, supply and environmental aspects. For this task, we propose the use of the Ordered Weighted Averaging (OWA) aggregation rule, which allows us to test both compensatory and non-compensatory aggregations, and to embed expert preferences in the set up of importance weights.
