The future of nuclear safeguards
The international nuclear nonproliferation regime has undergone significant change in the last two decades because of the creation of the strengthened safeguards system. The effort by the safeguards community is to be applauded; in particular, the effort by the International Atomic Energy Agency (IAEA) to translate the new measures and provisions into an implementation and verification
system without compromising its independence.
