"REDD-plus" Requirements for the Congo Basin Countries / Quelles Sont les Exigences Techniques du REDD?
At the 15th Conference of Parties (COP-15) of the United Nations Framework Convention on
Climate Change (UNFCCC) held in Copenhagen in December 2009, the need to provide incentives
for the reduction of emission from deforestation and forest degradation was for the first time
mentioned in the final declaration of the Heads of State and governments, referred as Decision 2
of the COP-15 (2/CP.15). This decision follows on Decision 2 of the COP-13 (2/CP.13) on
¿approaches to stimulate action¿ for ¿reducing emissions from deforestation in developing
countries¿. The ¿Copenhagen Accord¿ recognizes ¿the crucial role of reducing emission from
deforestation and forest degradation and the need to enhance removals of greenhouse gas
emission by forests¿ and encourages the ¿immediate establishment of a mechanism including
REDD-plus (...) to enable the mobilization of financial resources from developed countries¿.
