Collection, Analysis and Dissemination of Open Source Safeguards-Relevant News Using Web Based Applications
As part of the EC support programme to IAEA, the Information Analysis Unit (IAU), in the Information Collection and Analysis Section, Division of Safeguards Information Management (SGIM) and the European Commission's Joint Research Centre (JRC) are currently implementing a joint activity to advance the efficiency of information collection and analysis at IAEA. The work is based on JRC's Europe Media Monitor (EMM) and NewsDesk applications. EMM automatically collects and monitors news articles from a pre-defined list of web sites. Sitting on top of EMM, NewsDesk allows manual selection of the most pertinent articles from the EMM stream for the production and dissemination of a newsletter. The joint activity covers the evaluation of EMM/NewsDesk for IAEA purposes and its possible customization to IAEA needs.
SGIM Open Source Highlights produced by IAU consists of the most pertinent four to eight safeguards- and non-proliferation-relevant news stories, selected from a daily review of hundreds to thousands of articles from a wide array of sources specifically selected to monitor new and ongoing issues.
This paper discusses the current workflow for the production of SGIM Open Source Highlights and details the architecture being developed at JRC-Ispra to streamline the production of Highlights. It also proposes future efforts to provide more effective and efficient coverage of open source news items to support a safeguards system that is fully information driven.
