An integrated assessment tool to define effective air quality policies at regional scale
This paper deals with Integrated Assessment of air quality at regional scale. At first it describes the main current challenges to tackle air pollution control problem also integrating economic aspects. Then it proposes a novel approach to manage the problem, the Regional Integrated Assessment Tool (RIAT), describing its main features, and presenting its mathematical formalization and practical implementation. In particular describing the novel features in RIAT in comparison to the state-of-art in integrated assessment of air quality, as i.e. the nonlinearities treatment (instead of the usual linear approach) and the multi-objective framework (alternative to cost-eectiveness and scenario analysis). Then lessons learnt during the RIAT implementation are detailed, focusing on the locality, flexibility and openness of the implemented tool. Finally the future perspective of the air quality integrated assessment are described, with a focus on sensitivity analysis, structural and non technical measures, and parallel computing concepts application.
