European transport policy: methodology to assess impact on accessibility

This chapter presents the methodology applied during the preparation of the White Paper ' Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system' for the evaluation of trends in transport and accessibility. The analysis is based on the TRANSTOOLS model, a multi-modal transport network model covering all 27 European Union member states. We test different formulations of accessibility indicators using results from the TRANSTOOLS model, a European multi-modal transport network model. The advantage of this approach is that it allows impedance to be expressed as detailed transport costs for all combinations of origins and destinations, product groups and passengers, modes and type of transport.
