Safety Requirements for Design and Safety Assessment of HTGR and Fast Reactors

The designs of many existing and future nuclear power plants have been enhanced to include additional measures to prevent and mitigate the consequences of complex accident sequences involving multiple failures, and of severe accidents. This has motivated the revision and update of the Safety Requirements for safety assessment of facilities and activities - (GSR Part 4) and specifically the Safety of Nuclear Power Plants: Design (NS-R-1), now replaced by the new document: “Safety Requirements No SSR 2/1”. Despite the previous efforts to improve and update the above requirements in technology neutral terms, the document focuses mainly light water reactor technologies. The IAEA has therefore initiated Consultancy Meetings to interpret the applicability of the Safety Requirements “Safety of Nuclear Power Plants: Design” for High Temperature Gas Cooled Reactor and Fast Neutron Reactor technologies. . The document has been critically studied with reference to application to these reactor types, aiming at identifying the gaps or possible inapplicable requirements for which detailed comments were made and further guidance provided to improve the understanding of the requirements. This paper summarizes the results of these first critical reviews.
