L’élaboration des BREF. Le processus de Séville

The article describes the process to elaborate and review Best Available Techniques (BAT) reference documents (BREFs) both in terms of their technical contents and in terms of their legal adoption. The article provides an overview of the state of play on the elaboration and review of BREFs under the Industrial Emissions Directive (2010/75EU). The contribution further explains under which conditions EU Member States participate to the elaboration/review of BREFs and in particular the system used in France. The article concludes by providing some hints on how to make the information exchange more useful.
