European ICT Poles of Excellence
The European Commission intents to increase its competitiveness by building on Europe's assets, in particular the many ICT industrial clusters of Europe. The strategy seeks to step up the effort in ICT R&D&I by strengthening the role of the European ICT Poles of Excellence (EIPEs). But what are EIPEs? Where are they and what characteristics do they have? We report the results of a project that aimed at answering these questions in order to case more light on the geography of the European ICT activity and at pointing at the key ICT locations in Europe. The results show that excellence is scarce and builds on solid foundations of S&T and industrial activity. Although EIPEs share some commonalities, they are characterised by pronounced differences. All this challenges the European ambition to nurture additional 5 EIPEs within the next few years. We discuss policy options aimed at strengthening the position of the existing EIPEs and at raising the performance of potential candidates to play a stronger role in the European ICT activity.
