Reporting of Air Quality Plans and Programs in Europe. Guidelines for INSPIRE compliant data transmission

The EEA Member countries have obligations to report on the assessment and management of ambient air quality on a regular basis. The data sharing obligations are thoroughly defined in the Commission Implementing decision (IPR) of 12 December 2011 laying down rules for Directives 2004/107/EC and 2008/50/EC of the European Parliament and of the Council as regards the reciprocal exchange of information and reporting on ambient air quality. The IPR requires member countries to do this in accordance with Directive 2007/2/EC of the European Parliament and the Council of 14 March 2007 establishing an infrastructure for spatial information in the European Community (INSPIRE). The Commission (notably the Joint Research Centre, and Directorate General Environment, supported by Directorate General Informatics), the European Environment Agency (EEA) and organizations in the European Union Member States (MS), are collaborating on a pilot project for air quality e-reporting. The pilot project addresses a broad spectrum of aspects, ranging from INSPIRE-based reporting sheets, network services, guidelines, as well as software tools, all contributing to a long term solution for interoperable exchange of air quality data. This report focuses on the solutions for a subset of the reporting obligations, namely the reporting of the air quality plans and programs, as defined in article 23 of Directive 2008/50/EC of the European Parliament and of the Council (Air Quality Directive) . It provides a step-by-step user guide for the deployment and use of the open source software developed for this purpose. The intended readership is people in the member states that are involved in the preparation and submission of the air quality plans and programs, at both national and sub-national levels. It also helps IT-specialists to deploy and configure the software tool within their organizations.
