We present a new way to measure aid fragmentation, by trying to consider the significance of donor-partner country aid relations in financial terms as suggested in the OECD approach as well as multiple aspects of this phenomenon, connected with the coordination among donors, the commitment between donors and recipients and the resilience of the recipient countries.
