The impact of energy efficiency policies on energy consumption in the EU Member States: a new approach based on Energy Policy indicators

The purpose of this project is to develop an econometric model aimed at estimating the impact of energy efficiency policies on energy consumption in the EU Member States in the period 1990-2013. The aim of the models is to answer three core research questions: 1. Are EU and national energy efficiency policies effective in reducing aggregate energy consumption? Can we derive a quantitative measure of the policy-induced energy saving in each year from 1990 to 2013, measured as a percentage of the energy consumption as it would have been in the absence of energy policies? 2. Are sector specific energy efficiency policies effective in reducing sector's energy consumption (sectors: household, services, industry, transport)? Can we measure effectiveness of energy policies in reducing consumption of energy in each sector? 3. Is the impact of sector specific energy efficiency policies different on different energy sources (sources: electricity, gas, oil, solid fuels)? Can we measure effectiveness of energy policies in reducing consumption of a given energy source in a given sector?
