Commission Decision of 25 February 2016 setting up a Scientific, Technical and Economic Committee for Fisheries, C(2016) 1084, OJ C 74, 26.2.2016, p. 4–10. The Commission may consult the group on any matter relating to marine and fisheries biology, fishing gear technology, fisheries economics, fisheries governance, ecosystem effects of fisheries, aquaculture or similar disciplines. This report contains the work up to date that was carried out in order to fulfil partially the ToRs for EWG2104 in support of GFCM recommendation 42/2018/8 Annex 2. To identify a suitable harvest control rule for the stocks of sardines and anchovies in GSA 17/18 an MSE was initiated. This exercise is based on the benchmark process carried out by GFCM in the 2019/2020. This report contains the tuning runs as well as the first full simulation runs. The MSE performs well for the anchovy stock, using the FLSam model. However, the sardine stock assessment model is not suitable for running an MSE. The uncertainty surrounding the surveys as well as the reference points and the overall model fit are posing problems to run a quantitative feedback loop simulation. For the anchovy stock, it is already clear that the target F will be below Fmsy.
