Final discussion paper
The study provides a mapping and a typology of the Greek ecosystem of science for policy, while also discussing ways to strengthen linkages between scientific research and policymaking in Greece. Starting with a typology, the analysis categorises institutions on the basis of their funding and affiliation. As such it proposes 9 distinct categories: academies, government-funded research institutes, in-house research structures, ad hoc commissions, research and technology organisations, policy research institutes, research institutes affiliated to political parties, politicians, research institutes affiliated to social partners and individual advisers. The study identifies a plethora of institutions providing scientific input towards policymakers, yet it also locates certain challenges with respect to their impact. Policymakers are hesitant to follow advice coming from impersonal scientific organisations and opt to trust personal advisers and experts within their partisan network. Finally, the analysis provides advice in view of mitigating this phenomenon; it proposes the co-creation of policies while also urging policymakers and experts to engage more constructively and establish permanent communication channels.
