Energy use and savings of cities and local governments committed to climate change mitigation and adaptation
Cities and local authorities are key players in addressing climate change. Since 2008, the European Commission endorses and supports their efforts through the Covenant of Mayors for Climate and Energy (CoM) and notably through the provision of capacity building, technical assistance, sharing of best practices and peer learning opportunities. The initiative helps consolidate best practices to monitor and report on energy consumption and GHG emissions as well as on risks and vulnerabilities at the local level, allowing decision makers to identify priority sectors, set emission reduction targets and adaptation goals and, plan relevant measures. This report complements the Covenant of Mayors 2021 Assessment report (Melica et al., 2022), describing the CoM energy activity and estimated savings, based on data declared through the MyCovenant reporting platform. It examines energy consumption and production and gives an overview on the progress made on energy savings. Overall, fossil fuels have the greatest weight in total consumption, followed by electricity, district heating and cooling and in last place, renewable fuels. Residential buildings is the sector with highest reported consumption, followed by private and commercial transport. The evidence gathered from the CoM initiative suggests that the transition to a greener energy system still requires more time and additional efforts to achieve EU targets.
