Quality assessment of evaluation plans and reports in the area of State aid (EVALSA): the 2023 activity report
This report outlines the key outcomes of the EVALSA II project conducted between October 2022 and September 2023. During this timeframe, the Joint Research Centre (JRC) collaborated with the Directorate-General for Competition (DG COMP), offering scientific expertise and methodological assistance for assessing the quality of evaluation plans and reports (both interim and final) related to State aid schemes submitted by Member States. All evaluated reports spanning the period from 2018 to 2023 are accessible online through a repository established by the JRC in 2020. Additionally, the JRC concluded the development of a guidance document focusing on research, development, and innovation aid. This document aims to aid Member States in formulating comprehensive evaluation plans and reports. In alignment with the State aid transparency requirements set by DG COMP, the JRC conducted a compliance check activity. This involved verifying the completeness and accuracy of information published by Member States in the Transparency Award Module (TAM) or their national transparency registers. Lastly, DG COMP and the JRC jointly committed to enhancing the evaluative process as a "learning exercise" through two primary avenues: (i) creating supportive materials to assist Member States in their evaluation endeavors, and (ii) providing training sessions on evaluation.
