The Facilitating Implementation of Regulation Elements (FIRE) workshop report

The Facilitating Implementation of Regulation Elements (FIRE) workshop was organized by the Land Unit Characterization for Policies (LUChaP) team as part of the activities in support of Member States (MSs) toward the development of feasible approaches for land unit characterization. The workshop brought together experts from different MSs and allowed the discussion of technical solutions and protocols to facilitate the implementation of some European Commission (EC) regulations elements. Some 100 persons attended the workshop in presence and some 120 persons participated online for varying lengths of time. The workshop focused on the implementation of the new Common Agricultural Policy (CAP) delivery model. The audience targeted were representatives and technical experts from the MS’ Paying Agencies (PA) and Ministries of Agriculture responsible for the actual implementation of the content of their CAP strategic plans. The two days of the workshop covered different topics relevant for the implementation of the current CAP. The first day was fully devoted to geotagged pictures, a key technology for the monitoring of agricultural activities with the potential to cover situations precluded to traditional Remote Sensing (RS) approaches. The second day focused on Integrated Administration Control System (IACS) improvements and optimization. This included the adoption of the Copernicus Data Space Ecosystem (CDSE), the results of the first IACS quality assessment and innovative technologies for monitoring agricultural activities such as the analysis of Global Navigation Satellite System (GNSS) tracks from tractors and animals' collars and the use of drones. This report provides an account of the topics covered during the workshop, a summary of the discussions developed during the different sessions and the outcome of the Slido surveys. By discussing over different components of IACS, the workshop allowed to assess the status of the new CAP implementation in MSs. It highlighted the various levels of maturity and adoption among the MSs of the technologies discussed. While some MSs have very sophisticated and advanced systems for the collection and processing of geotagged pictures, others struggle in the developing the underlying technology. For instance, the outcome of a Slido survey clearly indicated that most MS are using operator-based visual interpretation of geotagged pictures. The adoption of CDSE is also slowed down by the lack of appropriate training and illustrative case studies. The results of the satisfaction survey launched after the workshop praised it for enabling participants to exchange good practice and benefit from first-hand experience in other EU Member States. From the EC side, the workshop allowed the definition of possible buying actions (need for guidance, report, harmonisation protocols) and the establishment of collaborations with some MSs. Different proposals for topics to put on the agenda of future workshops were also collected. While the workshop format adopted was much appreciated, more content from MSs’ experiences is expected.
