Abstract: The NESIS project has been carried out in order to provide a set of indicators for the measurement of the new economy. The contribution of the KAM sector focused on the quality appraisal of indicators' building process. This article describes how to deal with the complexity of a socio-technological system and identifies the critical aspects related to the e-Europe indicators building process. Taking as a starting point the existing theory on quality assurance and the use of pedigree matrices, the development of a dedicated model is described. As a result, the assessment of the basic assumptions and cultural/organisational background for the development of indicators is pursued. The quantity and quality of the information carried by indicators is as well highlighted, in accordance with a concept of extended participation and communication of existing or unexpected risks and uncertainties.
