Modelling the EU Cohesion Policies in RHOMOLO: An Example of Direct Investment Support
The present paper presents a conceptual approach for modelling the EU Cohesion Policies (ECP) in a dynamic spatial computable general equilibrium framework such as RHOMOLO at a regional level. First, we discuss the ECP sub-programmes and analyse their modelling limitations and possibilities in a multi-regional and multi-sectoral dynamic general equilibrium model. Second, on the example of the direct investment support, we illustrate the modelling methodology and examine the income distributional effects. We show that the investment additionality and the level of competition importantly affect the modelling and the income distributional effects of the direct investment support.
