Abstract: The research presented is focused on new technologies and citizens’ participation in decision making with specific reference to their role in the construction of local knowledge to analyse energy performance of buildings. The first part describes the conceptual framework of the information system and the second part outlines the test phase, designed for validation and carried out in an Italian local administration. This stage was necessary to realise a three-dimensional geodatabase containing information derived from public archives, and gathered using energy monitoring and a survey conducted on a sample population. The collected data have been used to create a series of energy geo-indicators at urban and architectural scale, related to the main components that influence the energy performance – the system/envelope of building, context, and user. This was set up during the participatory activities with all the local stakeholders and then used to draw up a sustainable energy plan.
